Background and objectives
The Mediterranean is one of the world's most climate-vulnerable regions, facing increasing pressures from biodiversity loss, land degradation, water scarcity and extreme climate events. Although research has significantly advanced the understanding of ecosystem functioning and Nature-based Solutions (NbS), integrating this knowledge into environmental policies and management remains a persistent challenge. As the Regional Activity Centre of the UNEP/MAP Barcelona Convention, Plan Bleu works at the science- policy interface to support evidence-based decision-making across the Mediterranean. This contribution presents the organisation's approach to translating scientific knowledge into policy action and strengthening regional environmental governance.
Methods
Plan Bleu combines scientific assessments, environmental indicators, foresight studies and policy analysis with participatory stakeholder engagement. Through regional cooperation initiatives and collaborative projects, researchers, public authorities, practitioners and civil society are brought together to identify policy needs, synthesise scientific evidence and co-produce practical recommendations. This approach supports the integration of NbS into climate adaptation, ecosystem restoration and sustainable territorial planning while fostering dialogue between science and decision-makers.
The approach is illustrated through recent Mediterranean initiatives, including collaborative actions on Nature-based Solutions and ecosystem resilience developed with European research infraestructures and regional stakeholders, like Adapt-Pielagos Project.
Results
Plan Bleu's science -policy approach has strengthened collaboration between scientific and policy communities and contributed to the development of evidence-based recommendations addressing Mediterranean environmental challenges. By producing policy-relevant assessments, indicators and strategic recommendations, the organisation facilitates the uptake of scientific knowledge within regional governance processes. Ongoing initiatives demonstrate the value of collaborative science- policy partnerships for advancing climate adaptation, biodiversity conservation and the implementation of Nature-based Solutions across the Mediterranean.
